Scrollable Blog Post Section With Header Separate From Scroll Bar

Here is another code we wrote, when we wrote the code for the scrollable latest activity module with a separate header. We thought the pages would look nicer if the scroll bars were all separate from the headers. So......here is the one for the blog posts.
